OP, don't worry, if you truly changed and you are not a liar anymore, the what.cd staff will feel it. They will give you another chance if they believe you won't break the rules of private trackers in the future. Come to their irc channel and tell them, "I am a different person now. I am not a liar anymore; I am not a cheater anymore; therefore, please give me another chance, and re-enable my account. Of course, we sometimes do bad things because we are human, but we have the ability to change, so I changed. I am a new man..."

You are living in a fantasy, there is so many people lying in the BT world that they will most likely (and rightly) not give a toss about his deep changes.
