    you cant increase the size of an image without losing qualitity, unless its a vector graphic!

    theres software on there, but i dont know about the no quality loss (paint shop, print shop)
    you can work with and convert to vector/raster layers with paint shop pro 8, and its half the size of adobe's print shop, if you want to try it let me know and i'll post it in verifieds (been meanin to post some apps anyway)
