Probably - There should be a few mod chips around, either now in the next few months.
The hard part will be finding blank copies of the GC-unique disks and the equipment to burn them
no the gamecube doesnt have a mod chip yet but they will in about 3-5 months
you can play copied games by getting a broadband adaptor and PSO that way you can download a certain file on your memory card then you can stream games from your computer to your GC
if you just wanna play imports there is a $10 disc called the "freeloader" it lets you play all imports and such
