Looks european, but beyond that it could be Prague or Riga or wherever. Seen buildings similiar there and elsewhere.
The flowers might possibly be a clue, fex in Riga they're insanely proud of some tulips or something, according to a tour guide, albeit a bit of a mentalist.
But, uh, yellow roses? Might it be a bit closer to (your) home?
