I don't mean to side with anyone here, but you take that risk when you trade accounts. Staff can find out and disable them. If you received an account from cruelworld and it got disabled due to the country change, then tough luck, but that's not a scam.

The account will be enable again by himself. I have met such case. I do beleive he is a scammer.
