microsoft works has an app for greeting cards, invitations, etc.
cant swear to how great it is though cuase i havent used it
but if your running xp you should have it (think it came with mine, i know i didnt buy it separate)

I have used Publisher XP (2002) just recently. More than adequate for creating all sorts of greetings and there is a good number of default templates to choose from as well as it being easier than sin to create your own, add your own images, text, etc... B)
