Why is he called a hacker?? All he did was remotely login using what seems like valid credentials. By that account, I hack my own computer every time I use logmein!
I used to do similar things in the old days with something called a phone but then I grew up and realized that not only was I needlessly hurting other people but I was also basically an idiot.
Hopefully similar realization will come to our current crop of "rebels".

to me a hacker well always be someone who looks but never changes things, someone who does things to see if they can.

Hacking is simply a skill someone can have and is not the only thing he can be. A lockpicker does not have to be thief, in fact a lot of police officer might have this skill. Yet when we thing lockpicker we quickly think thief, same with hackers. A hacker can simply gain access to the systems, the thief takes stuff from the system. The thief can also be an hacker. A hacker however does not have to a thief.
