System specs are sorta misleading.
A well tweaked midrange comp can easily out score a poorly configured high end system.

Define poorly tweaked.

They can be, but aren't necessarily, the same thing.

Either way, it is possible to tweak a system beyond optimal performance.

Please give a scenario, because someone could easily call overclocking tweaking, but then in my opinion its not the same system.
