You missed the sentence in the middle ' though the number of those that reached settlements with Voltage remains unclear ' meaning many of those named may have already settled out of court rather than face long and expensive litigation. That is the point of these suits, the defendant is threatened with a lawsuit that they cannot win, astronomical legal bills and a hefty fine, or the option to settle out of court for a fraction of the sum, most faced with this unpalatable choice simply settle.
