simply its because on http files are stored on high speed servers, while on torrents its actually stored on the user's computer which usually have low speed !
Bit torrent speeds can actually outperform a high speed server download, but this would be based upon a fibre optic line from the client, many seeders with uncapped upload speeds and a good service provider.
