Well, this is how I do it, there may be better ways, but this is the one that first came to my mind.
First, open your video file in a program that allows you to use 'print screen' and see the video frame. (for ex. media player will just show a black box, I use virtual dub)
Find the scene you want and stop on the first frame.
PRINTSCREEN
open adobe photoshop, and make a new file, and paste the screen shot. (This might get a little confusing here)
create a layer below your screenshot, and place a box where you want to focus on, so you don't get the entire screen.

Now using the magic wand tool, select the area of the box, and then go to your screen shot layer, and copy your first frame of the animation.
start a new file, paste the first frame, and save it as 1.jpg
delete your screenshot layer
go back to your media player and go ahead 2 - 4 frames (depending on how smooth you want it to be)
PRINT SCREEN
Paste it in a layer above the box layer. Select the box with the magic wand, and copy that section on the screen shot for the second frame
start a new file, paste the second frame, save it as 2 .jpg
and so on and so forth.
When you got all the frames, go into adobe image ready and make the animated GIF using the frames.
I hope that wasn't too confusing, it's not as much work as it seems, after a while you get really fast at it.
