    What is multi threading download? What the advantage of normally downloading a file which i can get full speed anyway.

    Multi threading is using multiple connections per file. Let's say you live in norway, have 50mbit download speed and you want to download 5GB file from 100mbit server in new zealand. There is probably no way you could max out your download speed with only one connection. That's why multi threading download is for.

    so if my ISP caps my speed, if i download via multi thread will i achieve max speeds or still be capped?

    Absolutely none, but as gtf0 correctly stated, if you aren't getting full speed, multi-threading can solve that.
