looking for a design program for my son who wants to design a tattoo for himself in memory of his grand parents who both passed away in the last couple of years any help much appreciated.

I seriously doubt you will find a program that would replace the abilities, and talents, of someone who does professional body art. Look around your local area, and find someone who does a top-quality job of design. They will give you options and suggestions that will do a finer job of memorializing those you have lost. If it is worth doing, pay the extra money to have the job done right.
