I've never bought any refurbished internal components, but I have bought refurbished monitors.
In fact my main monitor is refurbished, got a 19 inch CRT nearly two years ago for under $100 bucks, had zero problems with it.

If I buy something refurbished, I buy it locally (not online) and I check the warranty terms. That way if something doesn't work then it doesn't cost me to bring it back.
