Whats the best client / method to use for downloading large volumes of MP3s but only with 256 or 320 mbps bitrates and preferably high encoding (all genres, big /small collections, albums, compilations,billboard, etc)?

Probably RuTracker or DDL forums. I've read good things about SoulSeek, but don't know if it has the specific requirements you mention (surely you mean Kbps, by the way?).

Not sure what's the point of downloading loads of music, but private trackers are definitely the way to go. The two names that comes to mind can't be spoken on public forums. And no, it's not Voldemort.
Just search for private music trackers recommendations.
