yes it will but as you can see there are ppl who can cap their uploads to meet thier download needs on the new bt client rather than the old one where you can only upload and download in an very uncontrolled way....

you can cap your download and upload speeds with any bittorent or even any client that envoles downloading and uploading, i ussualy cap my download speeds when im playing online games, i use a program called net limiter.

Btw thanks for that link, that new bittorent looks pretty cool.

I have a 600/128 connection it takes about 12 hours to seed something out and mostly everybody gets done at the same thing then I am done with it.
