The Industries want a hands-off approach that requires Google to hunt down all "evils" on the web. I wonder how much Bing and others have been burdened with this, or if this is largely a slimy tactic (no surprises there) to distract Google from its focus on running its business.

The issue really comes down to the fact that these industries (RIAA MPAA etc) refuse to enter the 21st century and go about this all the wrong way, instead of trying to block access to content they aught to be giving it. They could be offering all the content you could grab for a small consumption fee and make billions - since money seems to be all they care about this aught to be a no brainer. Get rid of your old antiquated business model and give us our content, we will pay for it.
