From what I understand is PDF magazine is just scan images.

Where as a truePDF magazine, the text is covered to font. That than can be highlighted, copied and searched.

And also, truePDF is a bought magazine via amzon or similar + it can be converted for mobile devices...

If you like books, you can often convert PDF to mobi and other formats with Calibre. It is Freeware

And easily worth the money. I'm not a fan of their library management, but I fell in love with this handy bit of kit quite some time ago. I'm slightly shocked it's free. I'd pony up for it.

Back on topic, TruePDF is a brand name, that's all, mate. I liked the OCR explanation earlier, comparing OCR to FLAC amused me, but I got distracted by how cool it was, sorry.

http://www.windows7pdf.com/ are the originators of TruePDF, and they have a free version, so I hope it's okay to put a link in here.

Apart from that, there's actually no difference, other than they're attempting to compete against Adobe, so let's hope they brought bigger guns.

EDIT:- Just watched "Automerged doublepost" in action. Genius idea!!
