GTA V car customizing

Does anybody else have this issue when upgrading cars that the top speed and handling never move?
I would have thought the suspension upgrades should mvoe the handling stat, and the transmission upgrades should move the top speed.
Also the brake upgrades barely even move the brake stat at all, maybe 5% at most, this might be normal though.
The engine upgrades work fine, I can max acceleration to 100% by doing engine + turbo + trans.

Ps3- yeah.handling gos to shit.waiting for a few other glitches such as getting a lap dance while wanted results in loss of cameria visision and cops going kamakazi while getting 4 or more stars.Also doing seemingly volintary face plants is funny, its getting bothersome.

I don't think they'll fix the cops. They're designed to be more aggressive. I like it.
