    VirutalDub2 (from virtualdub.org - seems the updated version moved to here: https://sourceforge.net/projects/vdfiltermod/)

    Free and as simple or complex as you choose to utilise it

    What codec are the videos using (divx, xvid, avc, etc.)? VirtualDub is great, but can be tricky to set up. It's great for AVIs using XviD and MP3, but you have to supply third-party drivers/filters/codecs for certain file types and processing actions.

    AviDemux v2.6 is also a pretty good program. I use both programs. When one won't get the job done, the other one usually does.

    As Mac says, it isn`t always for the faint-hearted. However VD2 does support MKV containers and AVC(264), HEVC(265) which does solve much of the fun with AVISynth scripts required back then. Still it is good for a quick edit, delete a chunk from sections on the timeline and use direct copy re-compress for A and V and it is very quick. If you need to do multiple edits, joins using different codecs/source sizes and need to store raw decoded video then not so great unless you have endless diskspace.

    There are better things for doing a wedding video lets say but this thing scales up great with knowledge, you have to be impressed with the de-shaker plugin for example

    To split a video, click the output format you want in the sidebar, then click Add File and load the video. Click Option, set the Start Time and End Time to wherever you want the split, then click OK. Lastly, click Start to begin the splitting task. To merge videos, go to Utilities > Video Joiner in the sidebar.
