Seconding GIMP, it's a pretty good alternative to photoshop though it's not as good. Paint.net is another option but I didn't really like it

If you want everything AND the kitchen sink, go with GIMP. If you want quick and easy (rotations, cropping) go with Irfanview. If you want somewhere in-between, go with Paint.NET.
I use paint.net with good results.

IrfanView has been around for several years and is packed with features
I remember the IrfanView vs. XnView "war" of the early 2000s But as an editor it's pretty limited, you only have visual effects and basic cropping/rotation.

i prefer IrfanView for quick steps, but haven't found a good substitute for PS/LR...
