Get any host that will allow you to change permissions. Get a php host for eg: and chmod the permissions to 777.

First of all, any host that allows php will more than likely have to allow write permissions because php goes well with sql and you cant write to a database without write permissions.............dah.

Alsthough sql is not required for php, the two of them still make a damn good pair.
