Yes you can talk just about anything not just hacking etc.
Mostly like a discussion board except you have to subscribe to participate and get messages through email. Newsgroups are primarily found on Usenet. Google also has its own newsgroups.

Check with your isp, many have a free newsgroup server for members. Each server will have newsgroups for different interests. The binary groups trade files.
