    Is there any program that can let you decide witch programs can use a certain amount of bandwith? Cuz i'm looking for a program that lets you control the amount of bandwith a program uses.

    not sure exactly what you mean by programs,
    but for setting internet bandwidth (ul/dl) try netlimiter (just google for it)
    for p2p, k++ and emule both have customizable ul/dl settings
    does that help ?

    I don't know of any programs that let you control the bandwith because the bandwith that programs use is automatic.

    oh yea by the way.... there IS a program called Bandwidth Controller

    its pretty noob-friendly, so you shouldnt have problems with it
