here are a few folders i've highlighted that i want to remove (they take up about 16mb), but they aren't listed in 'Add/Remove Programs' and i get an error screen saying a file is in use if i try the Recycle Bin.
is there any way to get rid of these?

Ok I'm assuming you looked in Control Panel > Add / Remove Programs to uninstall these programs... but, have you also checked the folders themselves. It's all to common to install a piece of software, only to go and uninstall at a later date and find it's not in your Add / Remove Programs list. Well, that's normally when I check the folders themselves for 'uninstall' files or whatever. 90% have a red line going through them in most instances.
Failing that... reboot in safe mode and delete them. Ensure however that you're not deleting any files that Windows might need to run properly.

Or restart Ms dos mode, perhaps you can now delete it.

A couple of those programs can be removed by going to :
Control Panel\AddRemovePrograms\AddRemoveWindowsComponents.
