Get a nice DVD burner for 100, then a pretty cheap Digital Camera for 100.
If you don't want a cheapo camera, just get the burner

How much does that one cost?
Unless you want to splash out $400+ on a 5 megapixel camera, that one will probably be good for taking pictures of your dog. I think I got a 3.1 megapixel one, and it can do photo quality prints.
Try google for some shots by 3.1 megapixel cameras and see if it impresses you.

I'd say go for that then, if you want a digicam. It may be a good idea to wait for DVD re-writers to drop in price. Look at what CD re-writers were a while ago. Now you can get 'em cheap.
Do more research on the camera, Google it some more and see what more people think.
