well that's something you should've known when u signed up their service
mine is like 6GB download and 1GB upload, but my isp never enforce it.
personally i dont give a fuck just download until their routers explode
just dont let RIAA/MPAA caught u downloading illegal and their wont bug ur isp who is obligated to shut u down

i sometimes think i don't know enough about computers to be file sharing!
They don't give parameters because there are nono. If they over sell there bandwidth they start cutting high usage subscribers until they are back to an "execptable" level. They call this pratice pruning.
ISP wants the customer that will pay top dollar for the service and never use it.
