depends....do you write html code or do it as a WYSIWYG (What you see is what you get) editor?

if you want both:

i use acehtml, editplus, and frontpage...no need for dreamweaver.... they all work like a charm

Dreamweaver MX is the way to go. I use Frontpage to add quick things. But it adds a lot junk code.
Notepad is alright for code. But GnuEMACS is a charm.

i would give xemacs a try it is a pain to use at first but you get used to it.

Damn, must I always be the oddball?? I've been using CoffeeCUp 9 for a while. Easy to use for the newbies like prewritten Java, CGI scripts and Flash (Counters, cookies and banners to name a few). It even has FTP support built in. I still use SmartFTP, but it's nice to have a backup.
It has a huge supply of plugins as well. They're not free though.
It's on Kazaa K++ with plenty of sources. Dreamweaver is kickass, though it's learning curve is a bit steap if you're new to web design.
