lol yeah I think so...if you feel it blowing out then its exhaust...my bets are that its an exhaust fan.

Are you talkin about the fand on the heatsink??? If you are it is usually intake to blow air on it to cool it down.

if it bothers you that bad you can get a controller to lower its RPM, should quiten it down a bit
