I can only find a program called Spin Doctor (not even sure it will work) that comes with Easy CD Creator. im looking for a stand alone program that is smaller than 20 MB

I think there is several apps to do this out there.
Personally i use Steinberg WaveLab to clean up
audio files.

Easy solution. Delete the file and try another search. I do not wish to download mp3's from someone who has 'repaired' them. They never sound as good.
Downloading an mp3 with the most amount of sources generally gives you an idea that the file is genuine without any problems.

I believe cakewalk pyro offers this option but its more like 76 mb.. Not sure of the results though..You may be better off try to find another source file.
