It's not a builder, but Milonic's DHTML menus are by far the best (I can teach you how to remove the Milonic ad if you use it on your site ).

However, Milonic's menus run extremely slow on older computers. Apycom's Java menus are very smooth and fast with cool features like onmouseover sounds, tabbed browsing, etc. (I can teach you how to crack this too. ) However, these menus require Java to be installed on the user's system.

    Hope this helps.

Look for "unescape($sO)" and change it to "."

    Damn simple, right?

Sothink is nice since it intergrates with Dreamweaver, but Milonic may as well, but I've never used it, so I have no idea.
Sooo, I'd recommend Sothink DHTMLMenu to anyone.
