Photoshop is the best in my opinion.

But for smaller, more simple things like buttons, fireworks is great, specially for optimizing/exporting.

I use both Fireworks MX 2004 and Photoshop CS. Photoshop I use for serious graphic stuff but Fireworks acts as a decent replacement to MS Paint. Use Fireworks first, get to grips with it and you'll find PS To be a cinch. You'll seen find that Fireworks is severely limited in comparison with PS though later on. I'd stay away from Paint Shop Pro, as basically it is a scaled-down version of PS. It's not quite as good as PS, but others claim to be easier to use.
