You could consider getting a 9700 non pro and overclocking it. Mine was a oem card but I've got it running faster than a 9700 pro. All I got was an artic cooler that cost me £10 ($20???) and I now have a card that can cope with nearly anything.

Just get the card, load some omega ati drivers and then get ati tool which basically does all the overlocking for you and tests for stability. I have my standard 9700 running at close to 350mhz core, and 320 memory (640). For a perspective most 9700 pros run at 325core and 310 memory. My spec is below but I have to say that overclocking your graphics card has by far the biggest effect in benchmark scores. I was getting about 4200 in 3dmark 03, and 13,000 in 01. After clocking it to the above speeds, I'm now getting over 5000 in 3dmark 03, and over 15,000 in 01.

this is all at default voltages so there isn't really any heat issues. Only problem you might have is finding a 9700. Could try ebay (thats where I got mine from but that was 9 months ago)
