take the mobo out of the case and plug it into your old power supply...although i am starting to doubt it being your power supply because you are getting that bios message on your screen.

Sounds to me like your CPU is toast dude.It is doing the same thing that my XP2200+ did when it went to the CPU graveyard in the sky.
Just to let you know,it only takes a second for an AMD CPU to fry with no heatsink and fan on it. What your friend did is a big "NO NO"ps
while i was posting this my friend just turned on the
comp without a heatsink on

also my mobo has heat control so if it did get to hot it will shut down
just switched the power supply and got the same thing

ok just got it out of the case and started it with a screw driver
and got the same thing
there is nothing else pluged into in, no video card or anything
wtf
so its one of these...

bad cpu
