How did you install it? The original pack (you can find it on www.download.com) is 31.8 MB. I would assume that everything needed is in that driver pack.
As to your last statement, you will find it very difficult to find someone who disagrees. (Unless his name is Bill Gates).

ya it first asked for d3d8.dll then d3d8thk.dll then gdi32.dll

when i try to install directx 9c i get this error

Keep a downloaded copy of DX9 handy and uninstall the current one with this app http://downloads.guru3d.com/download.php?det=626 then try reinstalling it and see what happens.
