I limited my upload speed at 3k/s, but recently I found some users named like XXX@fileshare were downloading my file over speed of 30k/s!! their participation level always be low(0). they were just like eating my pc, any helplz!!!!!!!

just in general get netlimiter and limit your p2p programs that way

A Fileshare user's PL will always be set at 0, because they don't have PLs on that program (Imesh).

If you have the extra bandwidth while idle checkbox checked, your upload limit is IGNORED lots of the time.
Is the kilobit limit in KL++ set to 24 kilobits/sec (which = 3 KB/sec)?
Or did you try limiting the upload bandwidth in some other way?
