For the price quoted the Dell is probably going to be the minimum spec of the options:
    P4 3.0GHz
    256MB mem
    40GB drive
    CDROM and DVDROM
    17" monitor
    Integrated Audio
    Entry-level speakers
    Std keyboard & mouse

There's also a chance that back-panel connectors may not be standard so upgrading later could be a problem.

The "other" pc looks a far better option. Although it is only shipping with XP Home, the processor is capable of running 64-bit windows when it is available. You can drop the speakers and monitor from that one if you want, bringing the price down to 1011, but you would certainly need to increase the memory to 1024MB (difficult later with two slots already used) and you would probably want to pick a better graphics card. Those options would push the price back up.

With the various options they are giving the back panel would have to be standard, so future upgrades should not be a problem
    .

no 512 is not more stable. it is slower though...

if you have a dual channel mobo (which those comps probably have) then you use two of the exact same rams and it will run in dual channel mode.
