Yes. But U have to make a bootable CD. Its not the same as just burning a CD. There is a way to arrange the sector so that the PC looks for the boot INI

Sounds like the exe file is a self-extracting file???
Run the exe and see if it unpacks the files and let us know the files and file types.
It may either extract into an iso or bin....or it may just be an exact copy of the installation disk.
If it is a copy of the disk, then you can just burn those files to a cd and it should be bootable.

I ran the file, and it just did that thing where it poped up a MS-DOS window, for a sec.
The part I don't get is this:

Eh? Does he mean, I need to know how to boot from a disk? That part is easy... but what's all this about an' INI? The file it self is an' EXE. Will Windows boot from a single EXE burned to a disk? Do I need to convert it? Is it like an' ISO? I know NERO didn't reconize it, as anythig other than an' EXE. 
Even the slightest amout of help, would be GREATLY appreched.

download isowin off kazaa make sure its the registed version then right click on the XP file go propities change the exention file from exe to ISO double click on it now Winiso will come up go Save as ISO" then go to nero press cancel go File burn image your done full copy of XP!!

I think what u need is a file called xpboot.img its a boot sector file which make a windows xp cd bootable.
