You can save to the sim card or to the phone memory. The phone memory will be bigger than the sim card memory, but if you save a number to the phone memory and then get a new phone, the number won't be saved on your new phone. However, if you save to the sim card, your numbers will be there no matter what the phone.

You've probably got an setting somewhere which allows you to say where they are stored. Until you select the option it will ask you every time.

If it's a Nokia, it is probably in Phone Book/Options/Memory in use.

Btw, you can copy them from the phone to the sim card, and vice-versa.
