Not necessarily; I've changed mine a couple of times using the method I posted, and I have a static IP.
Guess it all depends on his ISP.
Oh, I forgot to mention that you have to restart.

If you have a static IP then you have a contract with your ISP to provide you with the same IP address indefinitely until your contract changes or unless you contact them and ask them to change it.
You cannot just use a simple command in DOS or Command Prompt to get this changed. Thats like dialling a number into your phone to get a new telephone number.

I don't know but if anyone knows how to flush a router's dns cache to renew and change an ip I would sure like to know.
