Why not get an 80 mm fan and an adapter. Should be quieter too.
i got one of them and a 80mm fan but the temps were 60-65 so i put the 60mm back on. then put the 80mm under the power to cool that down. (its helped a lot its cooler now)

hey do you run fan speed allthe time?
just a thought but on the front page of fan speed there is an option to have auto fan speed
when the auto fan speed is ticked it controls you fan depending on the temps you set in the config
if the auto is ticked , try unticking it and see if the fan does the same thing
oh yer and make sure the speeds are all set at 100% as well
