Some ISPs have allocated bandwidth resources you're allowed and smack you if you go over. Some don't.

things are quiet until hitler decides he'd like to invade russia
    so, he does
the russians are like "OMG WTF D00DZ, STOP TKING"
and the germans are still like "omg ph34r n00bz"
the russians fall back, all the way to moscow
and then they all begin h4xing, which brings on the russian winter
the germans are like "wtf, h4x"

Ok 3 questions? What are your max download speeds? And is there a app out there that can uncap my download bandwidth speed on my roadrunner cable modem that actually does what it says? And why am I paying $50 a month with something I am not satisfied with cause I don't believe Im getting my money's worth?

BROCKSTER just call your isp and ask them.
just like calling the phone company and asking them how many minutes you get on your cell phone
ps. I was going to make that EXACT same avatar but you beat me to it

according to an article in Personal Computer World magazine, UK, NTL is also to limit users to I GB of downloads per day, and more isp's are set to follow suit, just hope mine don't......
