Nero should be able to do it. Go into Nero, click the open button, select the bin, press burn.

FILE "name of the .bin file here.bin" BINARY
    TRACK 01 MODE2/2352
    INDEX 01 00:00:00
    TRACK 02 MODE2/2352
    INDEX 01 00:06:00

just save this as a text in notepad, and save it as a .cue file

oh, and make sure you name the .cue file the same as the .bin file.

    or just use alcohol 120.

I think that might not work, because it's not a video file he's trying to burn (probably wrong though)

if al else fails you should still be able to mount the game without the cue using daemon tools. once mounted just make a new image with clone or something
