Need Dl Link For Advanced Gta 3 Options!

Erm...I was looking around the fourm yesterday, and I found a topic where I could DL a file that made advanced options available in GTA 3. I left the topic so that i could go and find a fix to the save game problem. Needless to say, the problem is fixed, but the game is still horrible when it comes to frames. I've been looking for the post for over an hour and have yet to find it. Can anyone give me the link to the post that had it???????
