Well, that depends a lot on what you want it to do, really.
A good system for gaming is a different one for office work is a different one for development etc.
things are quiet until hitler decides he'd like to invade russia

and you should still be well under your limit
I think PC parts cost a fortune in Australia, though.
Edited to add: You might want a decent-sized harddrive and cd-drive/burner as well.
