theres a mod 4 gta3 so u dont drown but u cant swim
also i doubt thel make it so u can swim, it would make the game a little different and if u could swim u could easily make it 2 the other side even b4 the bridges are opened and there would b 1 less way 2 die(not that u die dowrning very often)but......
i highly doubt there will b swimming without a mod which would even then b stupid cuz mods r nvr really that good
