Out of order
What's your definition of "the best"?
I personally like Hoverdesk's RegSeeker.
Its freeware, so there's no need for eMule...
Get it from here.

I've used alot of em and "TuneUp Utilities 2004" by far has the best reg cleaner I've seen.
here's a numbered list in order from best to worst in what I used for a reg cleaner:
1. TuneUp Utilities 2004 (noticed an intense performance boost)
2. jv16 PowerTools (nice! noticed a performance boost)
3. Norton WinDocotor (finds 10% of what the others above find)
4. Reg Seeker (slight problems after useing it.. explorer crashes)
5. Built in windows reg fixer (it's very old and found in WIN dir.. it's terrible)
