Try getting BitTornado The Expiremental is the best so far IMO.

Set upload settings to Dial-up/IDSN and change speed on the right to 3 kB/s.

Go to Settings and change ports to something in the 50,000 area. Make sure if you have a router/firewall to forward those ports.
