use dreamweaver, it's realy easy.
if you study some basic html that might come in handy.
with dreamweaver you can use CSS verry easy, you hardly have to know what it is to use it. Only if you want to work with ID's or classes you'll have to do a little reading, but even that is realy easy.
or you use frontpage :p

And I second manofstyle's suggestion of Lynda.com tutorials - they're really good. Of course, if you want to start a blog, you can use wordpress - and if you are potent in PHP, you can of modify wordpress to suit your needs - which is what I do, as opposed to programming a site from the core.
Because its so crap microsoft decided to abandon it and make a whole new tool for professional web designer.

Sounds to me like Microsoft is making FrontPage bigger and better and changing the name.
Your reason of “Because it’s so crap” is no reason.
I have used FrontPage 1998-2003, I have also used Dreamweaver. Both are very good programs, however if someone is trying to make a website for what sounds like the first time, I would strongly suggest FrontPage 2003 because of it’s “what you see is what you get feature.”( WYSIWYG) This will allow the person to design the look of his site and then be able to view and learn from the FrontPage generated code. Also the ability to open and edit a site live is very cool.
