for some reason i cant send files or anything but i can recieve them and stuuf

Read one of the tutorials for sending files on IRC. Your client is configured wrong.

Most likely you need to open your irc client, then click tools> options >DCC. Once you are in DCC options click the ignore funtion. There should be a drop down menu, click it and choose disable. There should be a chekced box saying "turn back on in". Uncheck the box.

Then you should be able to receive all types of files. Just be smart about it.
